The former head of the Investment Department of the Rostekh state-owned company, the largest weaponry-producing holding in Russia. Mr. Shelkov and his partners hold the controlling interest of VSMPO-АVІSМА, the largest producer of titanium for air space industry in the world.
He has connections with Sergey Chemezov, the director general of the Rostekh corporation, a member of the Bureau of the Higher Council of the United Russia party and one of the cronies of Vladimir Putin.
He is number 72 on the Russian Forbes 2021 list.
